目前在大温哥华的MLS系统上挂牌出售的房屋总数为9,606套,与2019年3月(12,774套)相比减少24.8%,与2020年2月(9,195套)相比增加4.5%.

2020年3月,独立屋销售达到852套,比2019年3月记录的529套独立销售增长61.1%。独立屋的基准价格为1,450,700美元。这比2019年3月增加了0.7%,比2020年2月增加了1.2%。


到2020年3月,公寓住宅的销售达到1,179套,与2019年3月的873套销售相比增长35.1%。公寓物业的基准价格为687,000美元。这比2019年3月增加了2.9%,比2020年2月增加了1.4%。


2020年3月的独立房屋销售总数为493,与2019年3月的325相比增加了51.7%。附加房屋的基准价格为791,800美元。这比2019年3月增加了2.5%,比2020年2月增加了0.9%。

 

 

COVIT-19大流行期间禁止租客驱逐


在卑诗省政府于上周末宣布禁止在COVID-19大流行期间驱逐不缴纳卑诗房屋设施租金的驱逐后,卑诗省总理约翰·霍根宣布全省禁止驱逐房屋。


这意味着房东可能不会出于任何原因发出新的终止租约的通知。 但是,“在特殊情况下,可能需要保护健康和安全或防止财产受到不当损害,房东将能够向住宅租赁处申请听证会

此外,新的租金补贴将在联邦政府和省政府已宣布为面临财政困难的哥伦比亚人的财政支持的基础上,每月向家庭提供最多500美元的三个月租金,以帮助家庭。

租金上涨冻结


此外, 也将冻结冠状病毒大流行期间自4月1日生效的租金上涨。如果您的租金本应在4月1日上涨,那现在就不行了,”市政事务和住房部长Selina Robinson说。


其他措施包括:


防止房东未经房客同意进入出租单元,除非需要保护健康和安全或防止对出租单元造成不当损害;房客和房东可以使用的限制方式来发送通知,以减少潜在的COVID-19传播(不提供个人服务且允许发送电子邮件);允许房东限制房客或客人使用公共区域,以防止传播COVID-19。


为了进一步支持房客和房东,住宅租赁处将采取其他一些行动,包括在人们需要更多时间准备和延长提交争议解决申请的时间表的情况下推迟听证会并重新安排听证会。


这些最新措施是政府50亿美元的COVID-19行动计划的一部分,该计划旨在为人员,企业和服务提供收入支持,税收减免和直接资助。

大温房地产协会3月3日发布了2月大温地区房地产交易统计报告,最新的数据显示,大温房市回暖的速度比预期要快!


2月大温地区共售出住房2150套,比去年同期增幅44.9%。与2020年1月的1571套相比,也有36.9%的增长幅度。大温房地产协会主席Ashley Smith表示,购房者需求强劲,供应无法满足是造成这一局面的主要原因。这一现象在公寓市场尤为明显。从最新的房价指数(Home Price Index)来看,大温地区房屋平均基准价格为:$1,020,600,比去年同期增长了0.3个百分点。与过去6个月的数值相比增长了2.7%。各房型的市场待售时间、平均价格、成交数量,都比2020年1月和去年同期有所增长


与刚刚过去的1月相比,待售时间分别为独立屋: 69天、连排屋: 58天和公寓: 43天,2月的待售时间已经明显缩短,而交易量和售价都不同程度有所上涨。


然而,如果从售出与挂牌比率来分析,大温房市的价格已经有了向上的动力,尤其是公寓和联排屋领域

尽管2月的新上市房源有所增长,独立屋、联排和公寓共新增4,002套,比去年同期和刚刚过去的1月都有所增长,但市场活跃的房源总量为9,195,比去年同期的11,590套,仍有20.7%的减少。


Ashley Smith表示,很多房产经纪报告称,近期Open House的看房人数明显增加,也出现了不少一套在售房屋收到多个报价的情况。她表示,如果您打算将自己的房屋挂牌出售,那么现在是应对需求增加,减少来自其他卖方的竞争以及价格上涨的好时机。


2月大温的售出与挂牌比率平均为23.4%,其中独立屋为17.3%;联排屋为26.9%;公寓为28.4%。

  

如何申报BC省投机和空置税



2020年卑诗省投机和空置税(The Speculation and Vacancy Tax)申报已經开始,基本上在2月中旬每位业主就会收到卑诗省政府邮寄来的投机和空置税申报文件。


投机与空置税(英文又称“spec tax”)是卑诗省内指定课税地区的住宅物业业主按年度缴纳的一种税金。


申报截止日期:2020年3月31日


税率:加拿大公民或永久居民的税率为0.5%,海外买家和太空人家庭为2%。


征税地区:


温哥华(Vancouver)、 西温(West Vancouver)、北温(North Vancouver City and District)、列治文(Richmond)、本拿比(Burnaby)、高贵林( Coquitlam)、 三角洲(Delta)、兰里(Langley City)、 枫树岭(Maple Ridge)、新西敏(New Westminster)、 皮特草原(Pitt Meadows)、 高贵林港(Port Coquitlam)、满地宝(Port Moody)、素里(Surrey)、白石(White Rock),安莫尔(Anmore)、贝尔卡拉(Belcarra)、以及UBC大学和大学保留地(University Endowment Lands)、米申(District of Mission)、阿波次福特(City of Abbotsford)和奇利瓦克(City of Chilliwack);基隆拿市(City of Kelowna)和西基隆拿市(City of West Kelowna);纳奈莫市(City of Nanaimo)、兰茨维尔(District of Lantzville);也就是说,大温哥华地区(Metro Vancouver Regional District)除狮子湾村(Village of Lions Bay)、宝云岛(Bowen Island)和选区A,以及所有保留地、受条约管制的土地以及原住民自治领地,加上只能通过飞机和船只到达的岛屿不属于投机空置税征收范围。

此外,如果一处住宅由多个业主拥有,那么每个业主都必须单独申报,即使业主之间是配偶关系也必须单独申报。


申报所需材料:


申报号和申报信ID(从卑诗省政府发来的信件中找到)

2020年,卑诗省投机空置税豁免条款适用于:
· 加拿大军人及其配偶(军人需要在卑诗省外执行任务);
· 船屋的屋主


各位业主在申报前需要明确下面几点:

  1. 每个在2019年12月31日名下拥有物业的业主都需要单独申报,即使夫妻联名物业也需要分开申报;
  2. 房屋连续出租6个月以上可以获得豁免;
  3. 投机税所针对的主要人群是在卑诗省拥有物业却不在当地居住的卫星家庭,和即有房产但不纳税的人群。

卫星家庭:是根据家庭成员是否是税务居民,以及在哪里获得收入来定义的。


卑诗省投机空置税豁免的情况


1. 主要住所: 业主必须是加拿大公民或永久居民,长期住在卑诗省,那么业主的主要住所是可以免缴投机税的。名下有多个房产的居民仅可申请一个单位作为主要住所豁免,即在该年度内居住时间最长的单位


2. 房屋出租: 2019年起每年至少连续出租6个月则可以免缴投机空置税。

租客及租客居住时间要求如下:


房东是加拿大公民或永久居民,且非卫星家庭成员


· 租客与房东非亲非故, 如果租客每个月大部分时间(即半个月以上)都居住在该单位,那么房东可豁免缴纳投机空置税。


· 房主不居住出租单位内,租客是房东的父母、成年子女、兄弟姐妹、朋友等,没有租房合同也没有支付房租,但租客大部分时间居住在该单位,也可豁免。 但需要符合以下条件,才可豁免: 加拿大公民或永久居民, 卑诗省税务居民, 不是卫星家庭成员, 必须在卑诗省拥有不低于房租3倍的收入

房主不是加拿大公民,且非卫星家庭成员


如果租客与房东非亲非故,租客与房东签订租房合约,且租客大部分时间居住在该单位,房东可豁免缴纳投机空置税。


3. 联名物业


一位业主是加拿大公民,且非卫星家庭成员,另一位联名业主是外国籍,那么双方名下物业出租豁免的条件参考以上内容。


4. 业主的物业有出租限制条款,如果这个条款是在2018年10月16日之前生效的,那么该物业可以在2019年豁免投机税(即豁免截止至2019年12月31日,2020年1月1日起则无豁免),不管业主主是加拿大公民或外国籍人士。

受供求关系的影响,大温地区1月的售出与挂牌比率(sales-to-active listings ratio)为18.2%。


其中独立屋11.6%;联排城市屋22.6%,公寓23.9%。分析师指出,当这一比率持续下降至12%以下时,房价就会面临下行压力,而当这一比率连续几个月超过20%时,房价就会面临上行压力。可能会随着供求关系的变化而持续上涨。12%-20%区间内,则属于平衡市场。目前来看,仍旧是联排城市屋和公寓在卖家市场上较占优势。


2020年1月房屋销售统计汇总


独立屋
销量:439套(同比增长29.5%), 基准价格:$1,431,200, 与去年同期相比价格下降1.7%, 与过去6个月相比价格上涨1%。


公寓
销量:814套(同比增长45.6%), 基准价格:$663,200, 与去年同期相比价格下降1%, 与过去6个月相比价格上涨1.5%。


城市屋
销量:318套(同比增长55.1%), 基准价格:$782,500, 与去年同期相比价格下降0.7%, 与过去6个月相比价格上涨1.6。
